How much snow is needed to be a blizzard? Besides the strong winds lasting 3+ hours?

The criteria are sustained winds or wind gusts of 35 mph or greater for three or more hours, and considerable falling or BLOWING snow with reduced visibility (1/4 mile or less).





In other words, you can have 1/2 inch of blowing snow, and meet the definition of a blizzard. As for your other question, I have never heard of such a thing. I don't think it could happen, as you don't have the requisites met for supercell development.
