How old do I have to be to talk to Blizzard Entertainment by phone?

I'm 16 and I want to talk to Blizzard Entertainment by phone because my account got hacked/stolen and I want to compromise my account info with them so that i can get my account back. Should I make this decision if i'm under 18, and if so should I use my house phone or my cell phone?
